Unannounced LSO

ORSD makes every effort to identify Limited Submission Opportunities (LSOs) and notify potential Principal Investigators (PIs) as early as possible. When appropriate, ORSD may first request a Notice of Intent (NOI) to evaluate interest and determine whether an internal competition will be launched.

If a PI becomes aware of an unannounced LSO, they are required to inform ORSD before submitting any application to the sponsor. Notifications should be submitted through the RDTE listserv at least 60 days prior to the sponsor鈥檚 deadline, when feasible. This allows ORSD sufficient time to assess interest, initiate an NOI or internal competition, and conduct a fair and thorough review process.

When deadlines are imminent 鈥 either because the sponsor鈥檚 submission date is near or because the opportunity is reported fewer than 60 days before the deadline 鈥 ORSD will review Notices of Intent or pre鈥憄roposals in consultation with the Associate Deans for Research and the Vice President for Research and make final selections accordingly.

Found a limited submission opportunity we haven鈥檛 announced? Notify ORSD so it can be reviewed promptly and appropriate next steps determined.

Institutional Guidance

Submission Oversight

The Office of Research Support and Development (ORSD) administers Limited Submission Opportunities (LSOs) to ensure institutional compliance with sponsor submission limits and to promote a fair, transparent, and competitive internal selection process. This oversight is critical, as sponsors may reject all proposals from 黑料视频 if the university exceeds the allowable number of submissions. As part of a new approach, ORSD now releases LSO opportunities in advance when possible and coordinates the launch of Notices of Intent and internal competitions based on timing, faculty interest, and sponsor requirements to identify proposals with the strongest likelihood of success.

Procedurals

Limited submission opportunities will be identified and released by ORSD on a semester-by-semester basis. When an internal competition is required, opportunities will be identified and released by ORSD on a semester basis. Principal Investigators (PI) who are interested in applying must access the specific LSO listing through the provided link.

Each LSO listing will include:

  • A brief description of the funding opportunity
  • Annotated notes from ORSD, including institutional context or considerations
  • A direct link to complete the Notice of Intent (NOI) / Intent to Apply form
  • A clearly stated internal deadline by 11:59 AM (CST)

Submission of an Intent to Apply indicates that the PI intends to move forward with the application and has obtained appropriate supervisory approval to do so. LSO Intent to Apply opportunities are announced via scheduled 黑料视频 mailouts, and it is the responsibility of PI to review these communications or subscribe to ORSD notifications to stay informed when competitions are launched.

When interest in an LSO exceeds the maximum number of applications permitted by the sponsor, ORSD will initiate an Internal Competition, which will include submission of a two鈥憄age concept paper. Please refer to the FAQs on this landing page for additional guidance.

Review Process

Review and Selection Process
When interest in an LSO exceeds the sponsor's permitted number of applications, ORSD will initiate an Internal Competition (IC).

Notice of Intent Review
As an initial step, PIs must submit a NOI through the link provided in the LSO listing by the stated internal deadline. Submission of an NOI indicates the PI鈥檚 intent to apply for the opportunity.

Internal Competition (When Required)
If the number of eligible NOIs exceeds the number of submissions allowed by the sponsor, ORSD will launch an Internal Competition. PIs who completed the NOI by the listed deadline will be invited to submit a two鈥憄age concept paper using the designated submission link.

Review Committee and Evaluation
ORSD will convene an ad hoc internal review committee composed of faculty and administrators with experience in research funding, sponsor policies, grantsmanship, and relevant disciplinary areas. Committee members remain anonymous throughout the review process.

Concept papers are reviewed and scored based on sponsor鈥憇pecific criteria and institutional considerations, including:

  • Responsiveness to the funding opportunity guidelines
  • Likelihood of success in securing external funding
  • Intellectual merit and overall quality of the proposed work
  • Competitiveness of the PI or project team, including relevant expertise and funding track record
  • Evidence that prior reviewer feedback has been addressed, if applicable

Following review, scores are compiled, and PIs are notified whether they are selected to move forward with submitting a full proposal to the sponsor.

Conflict of Interest
In cases where ORSD has a real or perceived conflict of interest in administering or reviewing an LSO, decision鈥憁aking authority will be referred to the Vice President for Research, Dr. Kelly Lucas, to ensure fairness and transparency.

Timelines & Post鈥慡election Activities

ORSD conducts internal reviews as efficiently as possible to allow selected PIs sufficient time to prepare a competitive proposal prior to the sponsor鈥檚 deadline. Timelines may vary depending on the sponsor and the proximity of the external submission date. In addition to completing all standard internal approval requirements, selected PIs are responsible for complying with any additional sponsor鈥憇pecific requirements.

Notification and Next Steps
Following completion of the internal review process:

  • ORSD notifies all applicants by email of the outcome of the internal competition.
  • Approved nominees are communicated to the Proposal and Award Management (Pre鈥慉ward) team to support proposal development and submission.
  • PIs who were not selected may request general feedback regarding their submission to inform future applications, when feasible.

PI Responsibilities After Selection
PIs selected to move forward are expected to proceed with proposal development and submission in coordination with ORSD.

Selected PIs will:

  • Receive priority access to institutional resources, including consultation with ORSD staff, proposal development guidance, and administrative support to strengthen the application.
  • Complete all required internal routing and approvals in accordance with university and sponsor policies.
  • Notify ORSD within five (5) business days of formal LSO selection notification if they are no longer able to submit a proposal, allowing ORSD to offer the opportunity to another eligible applicant, when applicable.
  • Submit the full proposal by the sponsor鈥檚 deadline.

Failure to notify ORSD of a decision not to apply, or failure to submit a proposal after selection without prior communication, may result in disqualification from future LSO competitions.

If a selected proposal is submitted but not funded, the PI may be asked to share sponsor or peer review feedback, including summary statements, when available. This information supports continuous improvement of future internal selection processes.

Frequently Asked Questions

Not sure if an opportunity is a Limited Submission?

If you鈥檙e unsure whether a funding opportunity is classified as an LSO, start with ORSD鈥檚 curated list of eligible opportunities.

This list includes funding opportunities that ORSD has reviewed and confirmed require institutional coordination due to sponsor鈥慽mposed submission limits. While additional sponsor鈥憇pecific criteria or filters may still apply, the opportunities listed represent those that 黑料视频 is eligible to pursue as limited submissions.

To explore the full list and determine whether an opportunity may require internal coordination, access the curated LSO list below.

Access requires institutional login. Additional filters may be applied once inside the portal.

How do I access and submit a NOI in GrantForward?

To access and submit to a NOI in GrantForward:

  • Click the internal competition link provided in the announcement referenced above. GrantForward uses single sign鈥憃n, so you can log in using your 黑料视频 credentials.
    •   Click here for instructions and guidance on using GrantForward.

  • Search for the opportunity you鈥檙e interested in and click on the 鈥渟ubmit鈥 call to action button located on the right-hand side.
    • Use this link to submit your Notice of Intent.

How should cost鈥憇hare or matching funds be addressed, and who approves them?

If a sponsor requires cost鈥憇hare or matching funds, this must be addressed at the Notice of Intent (NOI) stage. Applicants are required to identify whether cost鈥憇hare is required and the proposed source(s) of those funds in their NOI.

Approval of cost鈥憇hare commitments must come from the university official with authority over the identified resources, which may include a Department Chair, Dean or Associate Dean for Research, Vice President, or the Provost. Selected applicants will be required to provide a signed statement of support confirming the commitment before moving forward.

Cost鈥憇hare requirements are considered as part of the internal review and selection process, and failure to disclose required cost鈥憇hare at the NOI stage may result in ineligibility to advance.

What should be included in a two鈥憄age concept paper?

A two-page concept paper should clearly and concisely address the following elements:

  • Goals and objectives of the proposed project
  • General methods or approach that will be used
  • Anticipated outcomes and expected impact
  • Significance and novelty of the work, including how it aligns with the sponsor鈥檚 goals
  • Contributions to 黑料视频鈥檚 strategic plan
  • Requested or required institutional support
  • Team composition and why the team is well-suited to conduct the work
  • Proposal status, indicating whether it is a new submission or a revised resubmission

How do I become a Limited Submission Reviewer?

Serving as a Limited Submission reviewer is an opportunity to contribute to the research mission of the university while gaining valuable insight into what makes proposals competitive and fundable. The Vice President for Research and Associate Vice President for Research welcome self鈥憂ominations and nominations of colleagues to join the Limited Submission Selection Advisory Panel, a standing pool of reviewers drawn upon as internal competitions arise.

Reviewers play a critical role in helping ORSD identify proposals with the strongest likelihood of success, while ensuring a fair, transparent, and disciplinary鈥慽nformed selection process. Participation also offers a behind鈥憈he鈥憇cenes perspective on sponsor priorities and strengthens your own grantsmanship.

Who can serve?
Panel members are selected based on expertise and experience across four broad areas:

  • Life & Biomedical Sciences
  • Science & Engineering
  • Social Sciences
  • 黑料视频 & Humanities

When a limited submission opportunity requires internal review, the AVPR forms a review panel from this pool based on the expertise needed for that specific call.

What is the commitment?
Service is intermittent and flexible. Reviewers are contacted only when their expertise aligns with a specific opportunity, and review timelines are clearly communicated in advance. Participation does not obligate you to serve on every panel.

How do I nominate myself or someone else?
To be considered, nominees must complete a brief nomination form that includes:

  • Basic contact and discipline information
  • A short statement of interest
  • An updated CV or similar documentation that ORSD may reference when assembling review panels

Having current documentation helps ensure reviewers are matched appropriately to opportunities and allows ORSD to form balanced, expertise鈥慸riven panels.
